Defamatory Libel

311. No person shall be deemed to publish a defamatory libel where he proves that the publication of the defamatory matter in the manner in which it was published was for the public benefit at the time when it was published and that the matter itself was true.
R.S., c. C-34, s. 275.

312. No person shall be deemed to publish a defamatory libel by reason only that he publishes defamatory matter

(a) on the invitation or challenge of the person in respect of whom it is published, or

(b) that it is necessary to publish in order to refute defamatory matter published in respect of him by another person,

if he believes that the defamatory matter is true and it is relevant to the invitation, challenge or necessary refutation, as the case may be, and does not in any respect exceed what is reasonably sufficient in the circumstances

The Saskatoon Police Service is looking for the publics’ assistance in locating a missing person. 21 year old Leatta Bloor was reported missing to police by family members yesterday. She was last seen Friday, September 22 in the 200 block of Avenue N South. Upon investigation police found information that has made them concerned for her safety. They are continuing to investigate. Anyone who has seen Leatta Bloor or may know about her whereabouts is asked to call the Saskatoon Police Service at 975-8448 or Crime Stoppers at 931-8477.

Subject: Serious Habitual Offender in Our Community

  The Saskatoon Police Service, under the authority and pursuant to the Public Disclosure Act, is announcing that a serious habitual offender is again residing within the Saskatoon area.

James Wade Smith, DOB: 1964, February 21, has a history of committing violent sexual offences against females, both previously unknown to him and with whom he is acquainted.  In previous offences, his victims have been primarily of young adult age.

Mr. Smith is described as male, 168 cm in height, and 82 kg in weight.

                                 Mr. Smith is subject to a court order for the period of twelve months from August 16, 2006, which requires he:

(a) abide by a curfew from 10:00 p.m.. to 7:00 a.m., except for the purposes of employment;

(b) abstain from the possession and consumption of alcohol and other intoxicating substances or drugs, unless medically prescribed;

(c) not have in his possession any firearms, ammunition, explosive substances, cross bows, knives or other weapons of any kind. 

It is important to know that this information is intended to enable the members of the public to take suitable preventative measures, and not to embark upon any form of vigilantism or other unreasonable conduct directed at this individual. 

The Saskatoon Police Service wants the public to be aware of Mr. Smith's presence in the Saskatoon area and of his potential to re-offend.  If any person is aware of any violations relating to the actions of Mr. Smith, they are asked to contact the Saskatoon Police Service immediately at 975-8300.  If you consider the event to be of an emergent nature, please call 9-1-1.
